Project Scope

The Cardinal Project was initially divided into two parts.  Part 1 was the implementation for the Virginia Department of Transportation.  Part 2 of the project was for the Department of Accounts.  From a technical infrastructure perspective, the project is being supported by the VITA / Northrop Grumman partnership.

Part 1 at the Virginia Department of Transportation (VDOT) included the implementation of the following modules: General Ledger, Accounts Payable, Expenses, Accounts Receivable, Billing, Purchasing, eProcurement, Strategic Sourcing, Project Costing, Contracts, Time & Labor, and Absence Management.

Part 1 also included:

  • Interfaces for various internal and external systems
  • Conversion of necessary VDOT financial data
  • Implementation of financial and operational reporting
  • Compliance with financial, internal control, and technical standards
  • Training and support on the Cardinal System

Part 2 at the Department of Accounts (DOA) included the implementation of the following modules: General Ledger, Accounts Payable, Expenses, and Accounts Receivable - Funds Receipt.

Part 2 also included:

  • Interfaces for internal and external systems
  • Conversion of necessary DOA financial data
  • Implementation of financial and operational reporting
  • Compliance with financial, internal control and technical standards
  • Interfaces built to Commonwealth Accounting and Reporting System (CARS) for statewide annual financial reports
  • Training and support on the Cardinal System

Part 3 includes the statewide implementation of the General Ledger, Accounts Payable, Expenses, and Accounts Receivable - Funds Receipt modules with Cardinal becoming the Commonwealth's system of record.
