As the Department of Accounts (DOA) and Department of Human Resource Management (DHRM) examined the long-term stability of the Commonwealth’s central administrative systems, it became clear that a modern, robust, and integrated system was imperative.

Working alongside the Cardinal Project team, we are excited to bring the Cardinal Human Capital Management (HCM) Project to the Commonwealth. Cardinal HCM will integrate core human resource, health benefits administration, time and attendance, and payroll business processes into one system built with Oracle’s PeopleSoft Enterprise Resource Planning (ERP). As a result, state agencies will experience improved efficiency and have better access to information while conducting daily business activities.

This is an unprecedented statewide initiative. When Cardinal HCM Project is complete, the Commonwealth will have decommissioned several legacy systems, including the state's Personnel Management Information System (PMIS), Benefits Eligibility System (BES), Time Attendance and Leave (TAL) system, and the Commonwealth Integrated Payroll/Personnel System (CIPPS), as well as 17 auxiliary systems supporting administrative functions. From analysis to implementation, every detail must be taken into careful consideration for the nearly 200,000 Commonwealth employees, retirees, and supported localities who will utilize Cardinal HCM for processing payroll, tracking time, capturing attendance, or supporting health benefits administration.

Cardinal already has a strong foundation in place, as demonstrated by the successful implementation of Cardinal Financials, the driving force behind the Commonwealth’s accounting processes. The Cardinal Project has proven that by leveraging deep functional knowledge and skills of agencies and institutions, projects of this magnitude can be accomplished. With continued participation and support from our agencies, we will implement a comprehensive administrative system that benefits the Commonwealth for years to come.

On behalf of DOA, DHRM, and the Cardinal team, we look forward to bringing Cardinal HCM to the Commonwealth beginning in March of 2021.
